Your GRE scores are good. You can definitely plan to gain some experience before going ahead with Masters program.
You need to consider following pointers before taking a final call:
1. Experience in IT sector will not help taking admissions in Electrical Engineering masters program. Rather it will make it a little difficult for you to justify the switch between the fields. Thus if you have plans to consider teaching jobs this would be a better approach. You will have better prospects to get a teaching assistant position too.
2. If you wait till Fall 2015 admissions your GRE scores will get old although they will not expire. We generally advice students not to apply with GRE scores older than two years.

For admissions in Fall of 2014, you need to begin with the application process by October 2013. Application deadlines will start closing in the month of November with most of the Universities closing their application cycle in December and some have deadlines stretched till mid January.
Top Universities have earlier deadlines. Also financial deadlines are at times earlier than final deadlines.
Thus October is the right time to begin with the application process.

Well German Education is not free of cost. But yes it might be a little low compared to other countries.
On the other hand for scholarships, you can apply for them once you have an admission offer from a German University.

I really would not recommend Switzerland for a Masters in Biotechnology for limited options in terms of the universities. USA should be a good option in lieu of the prospects and number of universities in comparison to other locations. You can consider Germany, Canada and UK as well for the same.
Now with regard to the scholarship options, it is not a very reliable thought no matter the location you decide on until and unless you have excellent academic grades or scores or anything that makes your profile stand out in the crowd.
