Universities are graded on a variety of parameters including – infrastructure, degree of teaching adopted, placements, student quality, general educational facilities, proximity to centers of business, etc.
As for an actual list of universities – you can look up online surveys which talk extensively about bschools all over the world. This will give you more details on the survey and the parameters in it.
As for good German Bschools – WHU – Otto Beisheim GSM and the Mannheim Business School figure among the reputed ones.

You would have to specifically find a German university or college that either teaches your desired program in English or find is an entirely English speaking university; which as Peter explained there are quite a few on both ends.

By writing papers i meant that if you have some knowlegde about management topics, then you can write paapers in some specific area of interest on a topic which has not been widely touched yet. It will be better if you can get in touch with some professor regarding it.
