I would assume non commercial to be non pay or non profit but schools and teachers get paid and students pay or taxpayers pay for the students to go to school so technically schools are commercial and the ruling is gray or does not apply. If the complete supply chain is free or donated time and energy then non commercial seems to fit.
Although CC is a great idea! Thanks CC and the hewett foundation!
